Studied law, from 1966 employed at the Austrian Court of Audit (from 1987 head of an auditing department, from 1995 head of the General Administrative Matters division). 1995-2000 in the Secretariat-General of the International Organisation of Supreme Audit Institutions (INTOSAI); since 2000 State Secretary in the Ministry of Finance.
