d. Baden (Lower Austria), March 5, 1919, statesman. 1897/98 
Minister of Commerce, 1899 Minister of the Interior, 1900-1904 and 
Oct. to Dec. 1916 Minister-President, 1902-1904 also Minister of 
Justice, 1915/16 joint Austro-Hungarian Minister of Finance. Was 
chiefly concerned with problems relating to the economy, transport and 
social welfare.
