Addresse: response of the Reichsrat to the Emperor's opening speech to 
parliament in the 2nd half of the 19th century. The Addresse allowed 
the Council to express requests, ideas and complaints in reference to 
specific topics or to the overall situation of the state. An Addresse 
could be held by either house of the Reichsrat separately.
