Civil Service Regulations, general norms in force since 1979 which 
govern employment under public law, i.e. the relationship between the 
territorial communities or authorities and the civil servants they 
employ. Employment under public law can be offered by federal, 
provincial and municipal authorities, municipal associations and 
institutions and funds administered by these authorities. The Civil 
Service Regulations are based on the principles of the  Public Service 
Regulations  and standardise all rights and duties which civil 
servants have towards their employer.
