d. Vienna, March 30, 1919, law scholar (constitutional law), father of 
Hugo  Bernatzik, professor at universities in Basle, Graz and Vienna 
(from 1894), instrumental in applying a legal framework to the 
Austrian administration, extended the rule of law in Austria. Member 
of the imperial law court.
