Christian-Socialist politician, 1920 Staatssekretaer of the Interior 
and Education, 1920-1922 Vice Chancellor and head of the Ministry of 
the Interior and the Ministry of Education, for one day (Jan. 26/27, 
1922) also head of the Federal Chancellery; 1923-1931 president of the 
Federal Office of Statistics.
