b. Vienna, Jan. 9, 1932, statistician, politician (OeVP), 1968-1992 
professor of statistics at Vienna University; 1968-1973 head of the  
Institut fuer Hoehere Studien (Institute of Advanced Studies), 
1986-1994 member of the Nationalrat, spokesman on environmental issues 
in the Austrian People´s Party (OeVP); since 1999 again member 
of the Nationalrat. B. developed a computer forecast method for 
election results.
