politician, son of Count Artur M.  Bylandt-Rheidt; 1897/98 Minister of 
Agriculture, 1898/99 Minister of Education, 1902-1904 governor of 
Upper Austria, 1905/06 Minister of the Interior; advocated the 
introduction of universal suffrage.
