Czapka (von Winstetten), Ignaz, b Libava, Czech Republic (then Liebau), Feb. 24, 1792, 
d. Vienna, June 5, 1881, studied law, mayor of Vienna 1838-1848, 
improved public utilities and infrastructure (sewers, gas-lighting, 
water conduit). 1856 Chief commissioner of the Vienna police.
