Incapacity to Work: the inability of civil servants to perform their 
professional duties due to physical disability or mental or physical 
debility. If civil servants are declared incapable of working, they 
are automatically retired. In cases of incapacity to work following an 
industrial accident, certain special regulations apply for civil 
servants and their families.
