b. Vienna, June 12, 1845, 
d. Meran/Merano, (South Tyrol), Nov. 2, 1908. Politician of the 
liberal era, school reformer; member of the Reichsrat, party chairman 
of the United German Left until 1895. As a ministry official, D. 
standardized vocational training (higher commercial, specialist and 
further training),organized the establishment of new institutions and 
succeeded in integrating technical and commercial training into 
national education administration (from 1882).
