Honorary Citizenship; town charters and municipal regulations grant 
the local authorities the right to award honorary citizenship to 
individuals as the highest award within their jurisdiction. Discretion 
lies with the municipal council. Holders of this honorary title may be 
stripped of their title for dishonourable conduct.
