Einigungsaemter (arbitration boards) were in charge of legal affairs 
concerning collective bargaining and works council before the law on 
Labour and Social Tribunals was enacted. Since 1987 certain functions 
of the Federal Arbitration Board (Bundeseinigungsamt - formerly 
Supreme Arbitration Board) concerning collective bargaining have been 
performed by the Federal Ministry of Labour and Social Affairs.
