b. Brno, Czech Republic (then Bruenn), Feb. 24, 1869, 
d. Vienna, April 20, 1931, Social Democratic politician. 1901-1911 
member of the Reichsrat; imperial commissioner of health insurance 
institutions from 1911. 1919/1920 state secretary of the interior and 
education, 1919-1931 member of the Constituent National Assembly and 
then member of the Nationalrat; 1930/1931 president of the 
Nationalrat. Played a major role in the development of health 
insurance institutions and social affairs legislature in Austria.
