politician. 1918-1930 Landeshauptmann of Vorarlberg; 1920-1934 member 
of the Bundesrat, 1930/31 Federal Chancellor, 1934-1938 president of 
the Austrian Court of Audit; 1918-1920 promoted the unification of 
Vorarlberg with Switzerland; wrote the corporative state federal 
constitution of 1934.
