b. Vienna, Feb. 20, 1829, 
d. Vienna, Jan. 12, 1899, conservative, federalistic politician, 
member of the Hohenwart Club, 1871 Landeshauptmann of Upper Austria, 
1879-1895 Minister of Agriculture. Had various important agricultural 
laws enforced. As a member of parliament he introduced strict rules of 
procedure ("Lex F.") in 1897, which were later rescinded.
