b. Vienna, Aug. 12, 1878, 
d. Vienna, Oct. 27, 1945, legal expert. Studied law in Vienna; 1902 
entry into the highest administrative authority of Lower Austria 
(Statthalterei). In 1907 was called to the Chamber of Commerce, where 
he headed the department of commercial policy. He participated 
substantially in bringing about the first trade agreements established 
by the Republic of Austria and in re-establishing the Austrian customs 
tariff after World War I. F. became senior administrative officer 
(Regierungsrat) in 1922, and was appointed "Hofrat" (honorary title 
awarded to officials for outstanding achievements) in 1932. From 
1932-1938 head (Kammeramtsdirektor) of one of the highest departments 
of the Chamber of Commerce. Was forced to retire by the National 
Socialists. After the end of the war he returned to the Chamber of 
Commerce, where he re-established the department of commercial policy. 
Worked at the Chamber of Commerce until his death.
