Sohn von [Ludwig August Ritter von Frankl-Hochwart|AEIOU/Frankl-Hochwart,_Ludwig_August_Ritter_von]. Universitätsprofessor in Wien; erforschte die Tetanie, veranlasste die Einführung des Pituitrins in die Gynäkologie und baute die Diagnostik der Hirngeschwülste entscheidend aus.
