d. Vienna, April 20, 1918, politician. From 1879-1881 Minister of 
Education; 1881 director of the military academy in Wiener Neustadt 
(Theresianische Militaerakademie), 1895/96 Minister of Education; 
1897/98, 1905/06 and 1911 Minister-President (from 1899 to 1904 
president of the audit office); repealed the language regulations by 
Badeni and introduced the bill for universal suffrage into parliament 
in 1906; confidential adviser to Emperor Franz Joseph.
