Pardon, Petition for: As of 1993, petitions for pardon, i.e. the 
complete or partial remission of a prison sentence or fine, have to be 
directly submitted to the Ministry of Justice. The Ministry may 
conduct an enquiry to determine whether there are sufficient grounds 
for recommending that the applicant be pardoned. The petition for 
pardon does not have suspensive effect, but the Federal president can 
grant a reprieve.
