From 1833 in the service of the Austrian state chancellery, where he was promoted by Metternich, whose illegitimate son he was alleged to be. 1849-1859 in diplomatic service in Paris, from 1860 Police Minister; 1865-1867 head of the mission to the Papal Court, but failed in his attempt to conclude a new concordat. In his writings he advocated a renewal of the Habsburg monarchy.
