Relief Organisations: Within the socio-political framework 
Organisations for the support of families, young people and above all 
the elderly which have been set up since 1974 as implementation of 
deliberate social policy measures. In 1987 the provinces agreed on the 
aims and principles of these organisations, which offer services such 
as Meals on Wheels, day-time care for children, etc. Already existing 
voluntary organisations such as Caritas or Volkshilfe were included.
