Youth Affairs, Office of, authority in charge of public  Youth 
Welfare. The Office of Youth Affairs is a department of the District 
Commission or of the municipal authorities, with its own statute (in 
Vienna it is called "Amt fuer Jugend und Familie"). Until the youth 
welfare law of 1989 came into effect, the Youth Affairs Office was 
mainly responsible for matters of guardianship (official guardianship 
of children born out of wedlock); since then it has focused on 
service-oriented youth welfare assistance.
