Kolowrat-Liebsteinsky, Count Franz Anton, b. Prague (Czech Republic), Jan. 31, 1778, 
d. Vienna, April 4, 1861; statesman, opponent of  Metternich, from 
1826 Minister of State during the reign of Emperor Ferdinand; 
1836-1848 member of the secret state conference, a state conference 
consisting of 2 archdukes, K. and Metternich, with the power of 
government, in which he was responsible for internal administration 
and financial affairs. After Metternich´s downfall 1st 
constitutional Minister-President, his last important political 
function.
