Hoehere Lehr- und Versuchsanstalten, name of secondary schools of 
engineering, arts and crafts or agriculture and forestry which include 
research institutes. Their development is due to the "Exner law" 
(1910, named after the head of  Technologisches Gewerbemuseum W.  
Exner), which allowed the issuing of certificates, acknowledged as 
public documents stating the results of research, tests and material 
tests.
