b. Vlasatice, Czech Republic (Wostiz), Feb. 14, 1926, law graduate and 
politician, (Austrian People's Party, OeVP). 1964 to 1969 Delegate of 
the Lower Austrian Landtag, 1969 to 1981 Deputy Provincial Governor; 
1981 to 1992 Provincial Governor of Lower Austria. After a long 
struggle Lower Austria was granted St. Poelten as its own capital 
during his term of office. L. broadened the OeVP party platform in the 
1980s ("getting closer to the citizens").
