March Constitution. Drafted by Count F. Stadion and K. v. Kuebeck, a
new constitution was issued by imperial decree on March 4, 1849, valid
for the Habsburg Empire as a whole including Hungary. It replaced the
Pillersdorf Constitution which had entered into force on April 25,
1848. The new constitution still upheld the constitutional monarchy
and was thus in accordance with the Kremsier draft (named after the
Moravian town of Kromeric (then Kremsier) in which the first Imperial
Diet convened) but it also reinforced the position of the monarch.
Only parts of the document ever entered into force; the main articles,
however, (concerning the representative bodies of both the empire
(Imperial Diet) and the provinces (Landtage) were formally rescinded
by the Silvesterpatent issued on December 31, 1851.
