b. Vienna, Nov. 3, 1890, d. Vienna, March 13, 1982, metal worker 
and politician (Austrian Socialist Party; SPOe). 1948 to 1959 Vice 
president of the Austrian Federation of Trade Unions, "OeGB";1956 to 
1964 President of the Chamber of Labour in Vienna, 1945 to 1959 member 
of the Nationalrat, 1945 to 1956 Federal Minister for Social 
Administration. Under his ministry the  Allgemeines 
Sozialversicherungsgesetz  (ASVG) was adapted.
