b. Vienna, March 18, 1939, law scholar and political scientist; since 
1979 Professor of Political Science and Constitutional Law at the 
University of Graz. 1979 to 1990 participated in Styrian 
constitutional reform, 1986 to 1989 Chairman of the Scientific 
Advisory Board of the Austrian Research Society in Vienna. Author and 
publisher of numerous publications.
