politician (Christian Socialist). From 1892 worked at the Tyrol
Federal Archives in Innsbruck (from 1897 to 1919 Director), from 1900
also Professor for Modern History at the University of Innsbruck,
1907-1911 Member of the Reichsrat, 1908-1914 member of the Tyrolean
Landtag, 1919 -1920 member of the Constituent National Assembly,
1920-1922 member of the Nationalrat, 1919/1920 Secretary of State;
successfully negotiated adoption of the Constitution of 1920. 1920
Head of the State Chancellery of the coalition government; from Nov.
1920 to June 1, 1921 Federal Chancellor and Foreign Minister of a
Christian-Socialist minority government. Resigned because of intended
Styrian referendum on union with Germany.
