b. Prague (Czech Republic), Feb. 17, 1850, 
d. Vienna, Sept. 30, 1931, teacher of the blind, father of Maria 
Josefa  Mell and Max  Mell. 1886-1919 director of the School for the 
Blind in Vienna, incorporated a printing office for Braille (1889) and 
a Braille library into the school, established organisations for 
welfare of the blind (1st health resort for the blind of the world, an 
institution for blind workers, a home for blind girls) and enlarged 
the Museum of the Blind. 1914 inspector of Austrian institutes for the 
blind.
