Parish Council: The parish council is an consultative body of the 
Catholic Church at the parish level, with decision-making power over 
parish matters when meeting in the presence of the parish priest. It 
is composed of official, elected and delegated members. The 
establishment of parish councils in the Austrian dioceses started at 
the end of the 1960s (Article 26 of the decree on the Apostolate of 
Laymen, Second Vatican Council). All Austrian parish councils 
were elected for the first time on the same date in 1987.
