Mediation Boards: can be set up in municipalities under § 39 
of the law of tenancy; have to be called upon in certain cases such as 
acknowledgement of chief tenancy, assessment of adequacy of rent 
and/or justification of rent increases, exchange of apartments, etc. 
before judicial action is taken. Mediation boards are also provided 
for under the  Allgemeines Sozialversicherungsgesetz.
