School Democracy, representation, co-determination and participation 
in school matters, called for by the "reform pedagogy" 
movement of around 1900 for parents and pupils and only realised in 
some respects. It was not until the Second Republic that a genuine 
school democracy system was gradually introduced by the school 
authorities (1957 introduction of a parents´ council, 1971 
pupils´ council in the ministry of education) and appropriate 
legislation ( School Education Act 1974, 1986, introduction of a 
comprehensive pupils´ representation body 1981). Co-operation of 
parents, teachers and pupils at class and school level as well as in 
the school community committee.
