1971 federal secretary of the Oesterreichischer Arbeiter- und 
Angestelltenbund, from 1979 director of the Vienna 
''Gebietskrankenkasse'' (health insurance institution for white and 
blue collar workers). From 1971 to 1999 member of the ''Nationalrat'', 
since 1999 Secretary-General of the  Council of Europe.
