Universitätsprofessor in Lemberg, dann hoher Beamter in Wien. Von März bis Juli 1848 Unterrichtsminister, ab April zusätzlich Justizminister. Proklamierte die Lern- und Lehrfreiheit und hob Pranger und Brandmarkung im Strafvollzug auf.
