Urban Expansion: the term Stadterweiterung as used in Austria dates 
back to the 19th century when new built-up areas developed in the 
immediate vicinity of older settlements and when the fortifications of 
old cities and towns were razed and adjacent suburban areas were 
incorporated into them. In its modern sense, urban expansion refers to 
the construction of new urban settlements and facilities in the 
environs of older built-up areas, and specifically to the development 
of new residential and industrial areas according to homogeneous 
plans. Since the 1960s, urban expansion has been seen as the 
antithesis to  Urban Renewal, which aims at preventing urban centres 
or parts thereof from falling into decay and turning into slums.
