Chartered Cities and Towns: A town with more than 20,000 inhabitants 
has to be awarded a charter on request as laid down in Provincial law, 
provided the interests of the Province are not endangered by this. The 
authorities of chartered cities and towns are competent to deal with 
matters at both municipal and district level and also conduct the 
affairs of the Bezirkshauptmannnschaft (district commission). 
Chartered cities and towns are: Eisenstadt, Graz, Innsbruck, 
Klagenfurt, Krems, Linz, Rust, Salzburg, Steyr, Sankt Poelten, 
Villach, Waidhofen an der Ybbs, Wels, Vienna, Wiener Neustadt.
