Narcotics: Under the UN Drug Convention Austria is obliged, on the 
basis of international law, to prosecute narcotics abuse and to take 
measures against narcotics trafficking. The Narcotics Act defines 
certain substances as narcotics (heroin, LSD, cocaine, hashish, poppy 
straw, opium, captagon, methadone, morphine, codeine, etc.,  Drugs) 
and prohibits their production, import and export, purchase and 
possession as well as approbatory statements in public. Under certain 
conditions narcotics addicts receive low or no sentences, for example 
if health-related measures are deemed more appropriate ("therapy 
instead of punishment").
