Unabhaengiger Verwaltungssenat (Independent Administrative Senate), 
independent administrative authority in the provinces, not bound by 
instructions (Weisungen), established in 1991 to safeguard the 
lawfulness of public administrative action; decides on administrative 
proceedings as final instance, except fiscal proceedings of the 
federal government, and on complaints against the exercise of 
immediate administrative authority etc.; this senate can also be given 
competence by federal or provincial law to monitor other matters. 
Members are appointed for at least 6 years.
