Unterstaatssekretaer: During the  Provisional Government of 1918 to 
1920 and again in 1945 ministers bore the title of Staatssekretaer 
(State Secretary) and were supported by civil servants bearing the 
title of Unterstaatssekretaer (Under Secretary of State). Today civil 
servants with the function of Under Secretary have the title of  State 
Secretary).
