Constitutional Amendments: Amendments to the federal or provincial 
constitutional laws are subject to stricter quorum requirements than 
apply for the transaction of ordinary business in the legislative 
bodies ( Nationalrat (National Council),  Landtage (provincial 
diets)); at the federal level: presence of half the members as opposed 
to one third for ordinary business, and a two-thirds majority vote as 
opposed to an absolute majority of votes; in addition, fundamental 
constitutional amendments (amendments to fundamental principles,  
Federal Constitution) have to be submitted to a  Referendum.
