Rules and Regulations, generally abstract legal provisions, issued by 
administrative authorities (mostly on the basis of laws) and addressed 
to those subject to the law. In order to have legal force they have to 
be properly announced. Rules and regulations affect many areas of 
daily life, their number is indeterminable.
