Administrative Reform: Plans and measures designed to structure 
administrative authorities more efficiently and adapt them to modern 
needs. Administrative reform is a reaction to mounting criticism of 
the organisation and functioning of administrative services. It 
comprises, above all, a redefinition of administrative tasks, 
restructuring, and a reform of civil service regulations ( Civil 
Servants).
