Administrative Penal Law, penal law that is implemented by 
administrative authorities; proceedings and general questions are 
regulated in the 1991 Administrative Penal Act, the individual 
offences are defined in various laws governing administrative aspects 
(e.g. Road Traffic Regulations, Industrial Law). Orders imposing 
punishment (whether addressed to known or anonymous offenders) are 
issued without preliminary investigation, minor violations of 
administrative regulations are punished in the form of police fines 
("tickets").
