!!!Weisung

Instruction (German: Weisung), an order issued by an administrative 
organ instructing subordinate organs (internal administrative action). 
Instructions must be followed, unless they have been issued by an 
incompetent organ or if following the instruction would offend against 
penal provisions. Judges in performance of their duties are not bound 
by instructions; other organs that are not bound by instructions are 
set up on a variety of occasions by constitutional amendment.
