Welan, Manfried, b. Vienna, June 13, 1937. Law scholar. From 1973 
professor at the Institute of Economics, Politics and Law of the 
University of Agricultural and Forestry Sciences. Deals mainly with 
constitutional law, administrative law and agricultural environmental 
law. Rector on numerous occasions, 1987-1991 3rd president of the 
Landtag of Vienna, honorary doctorate of the University of 
Mosonmagyaróvár (Hungary).
