b. Vienna, Oct. 27, 1871, 
d. Vienna, Nov. 5, 1951, diplomat. His report on the assassination of 
Franz Ferdinand in Sarajevo in 1914, the "W.-Report", served as a 
basis for the position taken up by the Vienna cabinet towards Serbia. 
Although W. excluded the possibility that the Serbian government was 
involved in planning and carrying out the assassination, Austria 
declared war on Serbia  World War I. After 1918 W. was leader of 
a movement favouring the reinstatement of the monarchy; after 1936 he 
solicited many honorary citizenships for Otto  Habsburg-Lothringen.
