b. Vienna, Jan. 29, 1844, 
d. Vienna, April 9, 1930, civil servant and Christian socialist 
politician. Director-General at the Ministry of Commerce from 1886; 
Minister of Railways from 1897-1905; Prime Minister from Dec. 1899 to 
Jan. 1900; member of the Reichsrat from 1907-1911; member of its Upper 
chamber from 1905-1918. Significantly enlarged the Austrian railway 
network and greatly improved the social standing of railway-workers.
