Gabriele Kotsis wurde am 29. Oktober 1967 in Wien geboren.
Nach dem Besuch der Volkschule und des Gymnasiums in Wien maturierte sie 1986 mit Auszeichnung.
Von 1986 bis 1991 absolvierte sie an der Universität Wien ein Studium der Wirtschaftsinformatik, das sie 1991 mit der Sponsion zum Mag. rer. soc. Oec. mit Auszeichnung abschloss. Ihre Diplomarbeit zum Thema "Interconnection Topologies and Routing for Parallel Processing Systems" wurde mit dem OCG Förderpreis ausgezeichnet.

Ab 1991 absolvierte sie ein Doktoratsstudium, das sie 1995 mit der Promotion zum Dr. rer. soc. oec. abschloss; für ihre Dissertation "Workload Modelling for Parallel Processing Systems" wurde sie 1995 mit dem Heinz-Zemanek Preis ausgezeichnet.
Von 1991 bis 2001 war Gabriele Kotsis als Universitätsassistentin am Institut für Informatik und Wirtschaftsinformatik an der Universität Wien tätig; 1999 habilitierte sie sich im Fach Informatik.

Nach Gastprofessuren an der Wirtschaftsuniversität Wien und der Copenhagen Business School ist sie seit Oktober 2002 Professorin für Informatik und Leiterin des Institutes für Telekooperation an der Johannes Kepler Universität Linz.
\\
Zentrale Forschungsthemen sind die Analyse und Entwicklung von Telekooperationsanwendungen und –diensten, zu ihren aktuellen Schwerpunkten zählen Mobilität, Integration von Multimedia und Performanz.
\\
Gabriele Kotsis hat über 100 Fachpublikationen veröffentlicht und ist in zahlreichen nationale und internationale Projektkooperationen engagiert. Darüber hinaus ist sie Mitglied in nationalen und internationalen Fachverbänden wie der ACM oder IEEE; von 2003 bis 2007 war Gabriele Kotsis ehrenamtlich Präsidentin der Österreichischen Computergesellschaft (OCG).
\\
Von 2007 bis 2015 war sie an der JKU Linz Vizerektorin für Forschung.
\\
Seit 2020 (bis zunächst 2022) ist sie Präsidentin der Association for Computing Machinery, die erste Östereicherin in diesem Amt
